We cannot tell you anything about the folk artist, Mr. Wells, not even his first name! We purchased this decoy on Long Island directly from Mr. Wells who was an old man at the time. I am GUESSING that perhaps he was 88 when he did this carving and the year was 1971 (by what is written on the bottom). Both are logical. Decoy collectors might have a better idea what these numbers mean. Please request more pictures if you have an interest in this Loon. The condition is fine but had he been swimming for a while he might have looked cleaner.
